How do I change the keybindings for movement in the viewport while holding down the right mouse button?

My preferred layout is the Dvorak keyboard layout. This means that I have to press the “,” key to press what would normally be “W” in QWERTY, and similar for the other keys in WASD. As such, the hotkeys to move around in the editor while holding the right mouse button are not in the right place for me, or even useful since they are scattered across the keyboard.

I went to Keybindings in the Editor Preferences but unless I’m missing it, these hotkeys are missing. Is there a way to change these hotkeys so that I can remap them to something more useful to me?

It appears that sometime between when I asked this and now (UE 4.8), the Keyboard Shortcuts (under General) in the Editor Preferences menu item has gained a category of “Viewport Navigation”. In there you can set the hotkeys I was asking about.
