Screen tearing, Vsync issues?

Been racking my brain at this one for awhile now, tried every non-scripted solution I could find on the forums and answerhub but I’m still getting screen tearing at the top half of my screen when moving my player around in Unreal 4.8.3.

My computer can run all the example projects on epic settings and I have tried changing my video card settings with no success in fixing the problem so my theories thus far:

Post processing problem
World Camera Shake/Speed problem
T.V. refresh rate problem?
TopDownToolkitCameraManagerController?

I have also tried changing the framerate from Project Settings > Engine - General Settings with different combinations but no success.

I really started to notice this issue after I tested a packaged project but I find it’s unacceptable to try release a public demo with this sort of problem.

Same problem. Have you found a solution?
