Why the best game engine haven't got any offline setup?

After searching for game engines a lot and having experience of Unity engine, I thought of learning the renowned game engine but it hasn’t got offline setup…I have got slow internet connection on my PC so I get lot of errors from Epic Games Launcher…I love Frostbite but it is not available for all and RAGE too…

Unreal got free but not offline setup…why?

Why do Epic Games is frightened of having an option to download standalone portable setup? Only because they got lot many of updates? Is anyone going to do something with their software? But they do already share their code to all subscribed users so why not an portable setup?

We don’t currently have an offline mode, but if you would like to install the engine without the launcher you can build it from the source through Github.

We have considered an offline installer but there is certain info that we require from users upon installation (EULA agreement, etc). So at this point we don’t have plans to implement this in the near future.

You could require an internet connection to start the installation but not to download the installer. That would make a huge difference already. Right now I’ve had to restart the whole download for 4.10 /three times/ because it failed the first 2 to find the VS2015 re-distributable (which is definitely installed). Even now I can’t know if it’d find it after what I tried to change because I have to wait for a 3.4GB download again.

Like, seriously.
