Hi, is anyone here who knows where is “NumUnusedLightmassThreads=3 in BaseLightmass.ini” in version 4.9? I have a six core processor and swarm uses only 4. I want all six cores to build Lighmass. Thank you

You can change this in Swarm Agent directly by opening the program. You can locate Swarm Agent in your lower right task bar, typically hidden in the expanded section with a Black and Orange/Yellow icon.
When you open this you can set the options for the number of cores to use in the developer settings. Use this WIki guide to follow along and set the number of cores.
Also, I wouldn’t recommend setting it to use all 6 cores. You would want to leave at least one free for normal operations of the computer.
