What are people using to make normal maps & how are they making them? Is it a software?

I’ve never done it personally, but I remember these being common answers back in the day. CrazyBump
and Gimp with Normal-Map Plugin

For CrazyBump, Scroll Down. Gimp, Click the download near GIMP 2.8 and for the normal-map plugin, there is a list of options just click download.
