Is there a way to download unreal tournament editor, and then install it on multiple computers without downloading it for each machine?

We do not have an offline installer. You would need to download the launcher and program for each machine. If you are in a lab environment that uses imaging software, I would suggest adding the launcher and UE/UT programs to the master image then replicating that to the other machines. This would be a something you you need to take up with your IT department.
