Texture on window blurring when passing over objects

Weird problem here:

So I’ve got this window with a 2-sided grime/opacity mask applied, and it looks fine while stationary, however while moving it seems to blur only where it passes over the geometry behind it. What could be causing this? I’m somewhat new to this, but I’ve tried playing with the LOD, mip, and streaming settings to no avail. Any suggestions would be greatly appreciated!

I have a few questions regarding the opacity mask you are using. Are you using separate translucency so that this material is not affected by Depth of Field?

If so would you mind posting a screenshot of your material.
