i want a development project for VR but i haven't got a VR device. How can i do?

Ideally, yes, you would like to use a VR headset to develop a VR game.
In practice, you can delay on this for a few months. You can make a 3D game within the traditional sense and put off the VR compatibility. Making your game compatible with VR won't be an easy task and you'll notice some things just don't look right or work in VR, but it's better than wasting a bunch of time waiting to get a head set. You will need to eventually get a headset to make sure that the game actually works and looks good in VR though.
