Am i allowed to share "Shooter Game " For example . Give it a new name , make new maps and release it (using ue4 blueprints and code+assets but just changing the name and making new maps for it ).?
Yes you can, assuming by release you mean in baked form.
The content examples released by Epic and the associated assets contained within them (audio, models, animations, textures, and so forth) are free to use. This also goes for commercial projects. Though, you will need to pay royalties if you plan to sell your product.
