DBuffer Decals: non working normal maps with static light

Is there a stone on road map for DBuffer Decals normal maps working with static light?

I need decals to be shown always, so I can’t use Transparent blend mode, and I use “DBuffer Color, Normal & etc” modes. With these settings decals are shown always but are only “diffused” until there is some movable light around - then it shows normal map bumps.
