Will these specs run UE4

Now I know the CPU is a good bit off however these specs should still at least run everything, just slower compile and render times right, I can also OC the CPU/GPU by about 10-15%.

I just want to be able to get the everything running.

So

E6400 core 2
GTX 470
4 Gigs DDR2

Those specs are unlikely to perform well, mostly due to the processor and RAM
