2 Hours spent to fix the R-23 error

Uninstalled redistributables 2015, installed again, restarted PC, nothing.
Uninstalled all redistributables that I had installed, restarted PC, nothing…

I have Windows 8.1 Professional Original (So It’s activated).
I really hate you guys for this, at least help me for the love of Gabe.
