How can I create my own texture?

So, UE4 has very nice textures that are of very high quality 3d. So I was wondering what was used to create these amazing textures. Was it possibly, Photoshop? Thanks.

Photoshop is certainly the industry standard but you can make textures with any image editor, Gimp, Paint.net…etc.
