Flashlight lux not working as wanted

Currently the lux (for the lack of a better word) of the flash light appears to be affected by the angle of incident to the surface it is hitting (https://i.imgur.com/uQ1uJqi.png ), is it possible to have it be relative to only the distance from the player so that objects in the distance don’t appear to just float in mid air? Like this: https://i.imgur.com/RVALB7e.png only with the falloff line running right up to the wall

I think you should play with the camera Post Process Settings to get the best effect (Auto Exposure Min Brightness should help I think) good luck.
