Why can't I build UE 4.0.2 / 4.1 in VS2013?

The edition of Visual Studio only supports Windows Store apps.

I think you got the wrong VS Express, try with:

VS Express 2013

Yes, please make sure you have the “For Windows Desktop” version, then let us know if you are still experiencing a problem.

Also, make sure you are building in “Development Editor - Win64”
