4.11 character camera's height no working
I don't think that's a problem
my friend has a Vive and this works fine
I think the 4.11 version specific for Vive as defualt
so base eye height is not working any more because Vive can set the eye height by itself
there should be other way for Oculus developers to work around

In the character blueprint try the Base Eye Height setting under Camera.
UPDATE: Hmm I see you're in the Camera section and it doesn't appear...

Any Epic staff reading this, can we get Jira for UE4 bugs. I'd be fun to go through and cherry pick bug fixes to do.

here is your answer just disable this (lock to HMD) in the camera detail in player BP and then redo the numbers based on the height desired (Camera Base eye height) and for more details you can read here:
