Issues Lighting Billboard Sprites

I’m super confused as to how lighting billboards work, and this is critical as I’m working with the GearVR (can’t use emissive materials, can’t use dynamic lights).

I have a scene lit from every angle by 4 directional lights. NOTHING should be casting any shadows where I’m placing these billboards, but for reasons I can’t understand they’re turning black in random places I put them in the level. Camera distance isn’t related, I can barely even tell if their position relative to other meshes in the world is related.

Unlit leads to them being black. Again, I can’t use emissive to overcome this. I can’t put a light directly on them to overcome this. I’ve toggled nearly every material setting I can find, nothing seems to make a difference here. Any tips?
