What you need to do is to modify the car mesh rig and add a bone aligned in such way that the x axis is parallel to the steering wheel and along it’s center line at the base of the steering wheel and skin the steering wheel to that bone.
From here it is simple as modifying the bone rotation in the animation blueprint.
