Making Splines Bend at Runtime

The example in Content Examples has a spline point moving and then static meshes of lanterns that aren’t part of the spline are rotating. But I have a spline made of meshes and I want them to bend according to the waving of the spline points.

The fish example there too has spline points moving based on velocity, but I just want a waving action. How do I do this? I tried several methods already but I’m having a lot of trouble with this.
