After enabling the sequencer under plugins->editor->sequencer and restarting the editor i am only getting this blank sequencer window.
The window got populated after adding a level sequence. Might want to add that hint to the window or put a button on it to create one.

I was able to reproduce the issue and have entered a bug report (UE-29004) for further investigation. As you mentioned, adding a level sequence, or opening the level sequence asset directly, will generate a populated window.
