Why can't I create a new project from any template?

I try to create a new project from templates like (Blueprint Rolling, Blueprint Sidescroll, etc) and get an error saying Failed to copy “place_asset_name_here”.uasset to …

I did create a new user on this computer and am trying to create a new project from this new user (Admin Rights).

Any Idea?

UPDATE: if I don’t check the use starter content then it works fine. Any idea guys?
