Client players randomly spawn (0, 0, 0), rather than player start

I have a fairly simple level (Basic lighting, two cubes for the player to stand on, and a player start). For some odd reason, client players randomly spawn at (0, 0, 0), with a rotation of (0, 0, 0), rather than the player start, which is located elsewhere, with a different rotation. My player start is set to always spawn, regardless of collision. This occurs RANDOMLY for clients, and does not happen every time. Here is a picture example:

HOWEVER, if I place something like a cube at (0, 0, 0), this stops this issue from occuring. I only have 1 player start in the level, which is where the server spawns. I have absolutely no clue why this is happening, and it has been haunting me for something of a month. This occurs in packaged builds, networked over IP as well.
