What are you talking about? I only know that you cannot create new tags without enough points…

There is no intended functionality that prevents anyone from posting questions with less than 200 reputation. I have also tested and confirmed with recently with a new account. If you (or anyone else) is experiencing this, then there may be a bug on the website. Please provide screenshots of the message, and any other information that may be valuable. (if you are unable to post on the Answerhub, please make a post on our Forums)
There are limits on the ability to create new tags, primarily because when we did not have limits the feature was heavily abused by spammers and bots.
