Packing for Win (32&64) works great.
Copy my stuff to a new project even do not solve this problem.
Visual Studio is installed and runs.
I tryed Version 4.11 and 4.12 from the Epic Game Installer.
I did not had this Problem two Weeks before I installed the 4.12.
Are you using a Binary or Source version of the engine?
Can I see your Android SDK Settings?
Can you package all other platforms?
Can you launch onto your device?
Do you have everything installed for UE4 if you’re on the Binary version? If you’re not sure, you can check by pressing the black arrow beside launch from the launcher and clicking on options. Select everything and apply the changes.

List item I only use Android and Win64 so long - Win64 worked after I turned off some plugins in 4.11.2. In 4.12 and 4.12.1 from start up no problems with this.
