Unreal Engine 4.11 Unable to Create C++ Project

When I try to create a new C++ Project, I get an error message which says the following:

An error occurred while trying to generate project files.

Running C:/Program Files (x86)/Epic Games/4.11/Engine/Binaries/DotNET/UnrealBuildTool.exe  -projectfiles -project="C:/Users/MyName/Documents/Unreal Projects/MyProject/MyProject.uproject" -game -progress -2015

error CS0042: Unexpected error creating debug information file 'c:\Program Files (x86)\Epic Games\4.11\Engine\Intermediate\Build\BuildRules\UE4Rules.PDB' -- 'Unspecified error '
UnrealBuildTool Exception: ERROR: UnrealBuildTool encountered an error while compiling source files

I have recently installed Unreal Engine on a new computer, and have not been able to get this to work at all on this computer. I suspect it may be something to do with my Visual Studio installation, but I have no idea what it could be. I have tried reinstalling everything several times, but nothing has changed. It would be great to be able to get back to my project on my new computer, any advice is welcome.

When you setup Visual Studio did you include the Visual Studio Common Tools?
