Efficient Packaging

I would like to know how to package a project so I can play it in computers without Unreal Engine Editor.
In Unreal 3 the installer of the game was created automatically, but I do not see it happening in Unreal 4. I have tried the different options for packaging and the files created look the same.
How can I package my project, for Windows 7 and 8, with all required libraries or do the users have to install missing libraries, like Visual Studio and DirectX11? If so, which are the required libraries to run an UE4, on an average computer?

Thank you for your report. We were not able to investigate this on the engine version you reported, but there have been many version changes to UE4 since this question was first posted. With a new version of the Engine comes new fixes and it is possible that this issue has changed or may no longer occur. Due to timetable of when this issue was first posted, we are marking this post as resolved for tracking purposes.
