I made a project in Unreal Engine 4.11 I packaged it successfully one but now when I package it. It shows THIS Message but I already have Visual Studio 2015 & Visual Studio 2013 installed. and Already check that the environment variables are there and set correctly. Why is it still just telling me to install VS2015 instead of just building the project.

What version, i.e. Express/Community/Professional, of Visual Studio are you using? Can you open Visual Studio 2015 and ensure that it isn’t giving you messages about a trial expiring or needing a product key of any sort?
Edit: A screenshot of the window that appears when you select Help > About Visual Studio… inside of Visual Studio 2015 would be helpful as well.
