You should be able to run UE4 without any issues, but performance on a laptop is always going to be less than a desktop version with equivalent hardware. Depending how large and complex your scenes will be, you might get some low FPS issues here and there, but overall it should work pretty well.

YES you can your Laptop should be Able to run UE4 without any Problems, but when it comes to compiling or Lightning building etc. it would take lots longer than a desktop but you can run it.
