Client 0 Bug on dedicated and listen servers

Having this issue hosting a dedicated server where the first client (client 0) joins and if any other clients join after, will cause client 0 not able to respond or do anything. Doesn’t matter if there is 2 players or 100. Client 0 will stop functioning. This also often happens on a listen server except this time it will happen to the host. I had tried this with a current project and just the third person template.

This only happens when the project is a C++ project even with no C++ code added.
And/Or When the game has been packaged.
Does this with both source and released editor.
Once this problem occurs it will also occur in the editor using the multiplayer options.
Dedicated server log doesn’t show any errors when this occurs.

I am not using the default sessions provided by ue4 since those cant be used for my projects. I am connecting to servers with open ip:port command after the listen/dedicated server has been created.

Edit: Also client 0 isn’t being deleted from the server when they leave or close game.
