Epic launcher freezes completely after launching by 1 or 2 mins specially if it was in background and if i looked at taskmanager it is still consuming around 10% of cpu power
spec:
Cpu : Xeon e5 1660
gpu : gtx 1080 founder’s edition ( there is an FPS overlay by geforce experience could it be the problem )?
ram :32 gb hyper x quad channel
motherboard : asrock fatality x79
ssd: 512gb samsung evo 850
windows 10 ( up to date)

I have this same exact problem. For me it happens after I open a project. It started doing this a few days ago. I can’t remember if it was after an update or not. It’s eating about 10% of my processor too.
http://prntscr.com/bqunzj currently frozen ( or kinda not responding to my clicks.) as usual frozen applications shows not responding in taskmanager or something like that… but that’s a weird kind of frozen 
Not sure why but it always uses about 10% of CPU just like your screenshot.
