Legal question

I have 2 questions, first: i’ve downloaded some of the projects from the epic games launcher, and i was searching for some assets in these projects to use in mine, i got some assets like the weapons in the “Shooter Game” project, some materials and meshes in the “Reflections” project etc.
Now i have doubts if i really can use these assets, first it was obvious for me that i could, but i started to think “some of these projects are nearly finished games, what prevents people from just making some minor changes and launching it as their games”?

2º: I really like the unreal tutorials, my project actually born from one of them, but all of them are in english, my native language is portuguese, when i started using unreal i’ve searched for tutorials in portuguese, just found one, teaching how to create a project (it was a 1 min video saying “hey you have to come here and click in this button: ‘new project’”), today there are some tutorials but still too few, i was thinking if it is legal to “translate” some of the unreal tutorial series (like the “twin stick shooter tutorial”), i won’t just download the original video and add my voice over it, i will remake the entire tutorial and the entire project, following basically the same steps in the original video with some minor changes, but in portuguese (instead of english), i would obviously give credits to the original project, i really think it would be cool having a video to show people who wants to make a game similar to mine, if they understand english i would send them to the original video, if don’t i would send them to the portuguese video.
