Parts of skeletal mesh lag behind in animation

I have been experiencing this problem in unreal engine persona and viewport. When I play an animation parts of the mesh lags behind and pop back onto the body mesh again.

With ue4 mannequin the ue4 logo lags behind, with mixamo fuse characters it’s those eyelashes. This happens when I play an animation or rotate a bone of character. when in persona I go to show, select advanced settings, then enable cpu skinning, this problem goes away in persona but when playing animation in viewport it happens again. I’ve tried weight painting it, still did not help. this also happens to the animations in contents example and in the fight scene example for sequencer, and the infiltrator example. This also happens with ue4.10, ue4.11 and with blender characters, makehuman, daz3d, and iclone characters. The problem could be with my ue4 settings, or my laptop. I’ve tried weight painting in blender, and with akeytsu to try to solve this issue.
