Do I need to pay for iOS developer certificate?

Hi Guys,

Im creating a game level in Unreal Engine as a university project. Do I really need to pay for the iOS developer certificate if I just want to test the game level on my iPad?

The iOS requires certificates/provisions to be added into the engine, in order to package for iOS. It costs around $100.
