Hey, so just got back from the Epic Meet and Greet at Portland, and was talking to Maury Mountain, the super awesome art lead, about how currently, translucent materials, even if you set their transparency to completely opaque, can still be seen through and do not work correctly with shadows and such (they look like a glowstick, even without anything plugged into emissive). He suggested I pop this question up on the answer forums with an example of what I would like it to look like. Unfortunately, I cannot make a video file small enough (1/2 a MB) to put onto this forum, so I will give the link to 2 videos with the effect, and the time stamp of where the effect happens.
