As the error is saying, you need to install common tools for Visual Studio 2015.
To do this, Press your Windows start button and search "Add or Remove Programs" and select "Add or Remove Programs". In that list, find Visual Studio 2015 and left-click on it. If you are Windows 10 select "Modify", other wise right click on it and select "Change".
When the Visual Studio window pops up, select the "Modify" and select "Common Tools for Visual Studio C++ 2015" from the "Programming Languages -> Visual C++" drop down.
Thank you for submitting a bug report, however at this time we believe that the issue you are describing is not actually a bug with the Unreal Engine, and so we are not able to take any further action on this. If you still believe this may be a bug, please provide steps for us to reproduce the issue, and we will continue our investigation.
