Currently i only with this PC – i3-3rd Gen, 4Gb RAM, GeForce 9500gt – because a lightning bolt burned my “gaming” PC, can i build the engine on this PC?

Based on this your video card and RAM might cause the editor to run slowly and may need to be upgraded for better performance.
