Align to Surface or not, there will be problem.

It sounds like you are trying to have your grass along the slope of your hill. If you set the Collision with World checkbox option in foliage along with Align to Normal then you should get the results you’re looking for with your grass.

What I am using is Grass tool, not the Procedural foliage tool. In foliage type, they do have "Collision with World " and “Align to Normal” options, yet there’s none in landscape grass type.
But your answer gives me a potential solution to deal with this, I’ll try to use the foliage tool to generate my grass.
