Install a fresh Launcher, select to install some Unreal Engine. In my case 4.13.1
A strange rectangle shows up displaying dl speed and something what is ment as a “how much is left” but w/o saying so.

  1. While the dl progresses, select the window and resize it, after resizing keep the left mouse button clicked/down → dl display freezes and jumps back to values beyond what you internet connection is capable of after releasing the mouse button

  2. While the dl progresses, select the window and resize it back and forth while keeping the left mouse button clicked → dl display drops to 0 and jumps back to values beyond what you internet connection is capable of after releasing the mouse button

Bonus bug: download comes to a compleat halt after trying steps 1 or 2 for some time
