Is there any way I can download an offline installer for UE4?

My internet at home is slow and I usually use my phone to download things (tether).
Is there a offline installer or is there any way I can get UE 4.13 without struggling because my internet speed is too slow.
Also what is the size of UE4 in whole?

I had tried to download it but it failed.

I kinda have the same problem. I guess the best way is to install it directly from source.
You’re gonna need a Github account and Visual Studio to do it.

I have the same issue. I’m in an area serviced by poor DSL lines, where online installers can frequently fail. While using Github is no problem (I use it for other projects), installing Visual Studio doesn’t help, it has a similar sized footprint to the engine itself, and the default installer is online, so I still have the same problem.

First, you need to download the source from GitHub.

Then, you build Unreal Engine 4 from source.
