Choppy/Stuttering VR Camera

We are trying to create a moving VR camera in UE4 4.12 for an experience that dictates the VR camera to be in motion.

When applying keyframed FBX animation to a camera, and adding it to the sequencer, the playback becomes very choppy and stuttered. It appears as though the screen refreshes randomly and only ever 2 or 3 seconds.

We tested in a basic version of UE4 with nothing else in it except the camera and very simplified primitives.

Has anyone seen this issue?
