HTML5 does not have APEX compiled in for 4.13 or 4.14, and it will also most likely not be in until web browser makers have SSE2 instructions integrated.
I’m not sure if APEX works only if it has SSE2 – but, we turned it off for HTML5 when project not compiling properly with it on. We will be turning it back on when projects run stable with it enabled on a number of browsers. This is all the information on this feature I can provide at this time.
I have entered a ticket to have our documentation reflect this information so our users can expect features like these not to work until specified otherwise.

Same stands for iOS and Android as they share many of the same limitations with HTML 5.
