While uv unwrapping, should scale the uvs up as much as I can or is there like a perfect size it should be?
Does it matter for performance? how different can they be?

As much as you can, but leaving enough padding. It has no effect on performance, but UV islands with high variation of scale will have readily apparent difference in texel density, thus exposing seams or just looking bad. Further read here and here.
