Im just looking to take I guess some things from one file and copy them over to the other. I have UE3 UDK installed but I am not sure how to open a .usa file. Do I need something like Helix P4V: Visual Client? Thanks for any help!

.USA is a saved game file i am not sure why you would want to edit that but you will be more likely to find help there even though some of us here have a background in UE3 or UDK
