Have you tried deleting your Intermediate and Saved folders from the project? If not, please try that and provide me the new output logs as a .txt file. Is this happening in a newly created project? Please test if you haven’t already.

I have yet to reproduce this issue. Have you re-verified your engine version from the Epic Games Launcher?

for windows all good and HTML5 does not work on any version of the engine 4.12.5, 4.13.2, 4.14.0

Please make sure that in the Unreal Engine 4.14.0 Installation Options you’ve installed the Target Platforms > HTML5.

If you have, please then click on the down arrow and select ‘verify’.
