Why does my steam integration "crash" when packaging a game?

So in my DefaultEngine.ini I typed in what unreal 4 needs to have for a connection to steam,
I have tried to place it under [URL], like the first thing that’s happening in the ini file, and at the bottom.
But both times it works in the standalone game in the editor, until I package the game for testing on my second computer?, Steam won’t work at all anymore?
Why is this?
