UE4 Launcher downloads stop downloading and begin to reverse the download

This is very strange problem. It effects any attempted download from the launcher, including Marketplace items.

My downloads will start to download fine until about 20 to 50 minutes pass. Then things get weird. It doesn’t just cease to download, but it starts going in reverse! I kid you not, It will start to go back and forth, downloading a (small = 1/2 megabytes) chunk, “erasing” (?) it (going backwards), repeat, repeat.

For example, I will watch the download bar info go from, say, 250mb / 1.5GB to 249mb.
And then it will go to 249.5mb. And then to 248mb and to 249 and to 247 and to 247.5 and to 245, et cetera, et cetera.

The only way I have managed to download anything at all is by periodically closing the launcher completely and restarting the launcher and the download. It will pick up the download somewhere close to where it left off. But as you can imagine, this is a pain in the ■■■ (I have been working on downloading the Content Examples pack for over a day now) as I cannot simply leave my computer to download the package.

I have to constantly monitor the download, else it will hang and never download it, and I mean NEVER; I’ve left downloads downloading for over a day just to check. Constantly, anything over 300mb or so, I am closing and restarting the launcher and the download every 20 to 50 minutes.

It gets even worse with packages over 1GB, because I cannot monitor whether or not it has started backwards (it justs reads, say, 1.2GB, and the back and forth is too small to register, its around the scale of 1 to 5 mb increments, back and forth).

This has been a constant problem since probably around v4.11 or 4.12.

Whats the deal? Connection problems are one thing, but why on earth are the downloads going in reverse?
