OnlineSubsystemSteam not loading ?listen levels

When I have the OnlineSubsystemSteam plugin enabled in my multiplayer project, if the player tries to open a level with the option ?listen, they are kicked back to the default single player level. I’ve tested this in a new editor window, standalone, and in a packaged project and the result remains consistent. I do have this in the DefaultEngine.ini as I am unable to create sessions without it, even with the Steam plugin.
