ERROR: No 32-bit compiler toolchain found in Visual studio

On windows 7 and this error appears when I try to create C++ basic code file, where can i download a 32-bit compiler from?

,You can download the C++ packages with Visual Studio by opening Visual Studio->File->New->Project->C++, and you will be given the option to download the required content (~3GB), the windows 8.1SDK will be downloaded as well in the setup!

I’ve tried this XnCl2 but I don’t see the option to install it… I’ve tried just about everything!
