Why meshes are getting smaller after export?

For whatever reason, every time when I’m exporting UE4 Skeletal/Static Meshes to a file, and then trying to open them in 3ds Max, they are getting smaller. Like, I need to scale them by 2.54, in order to restore their original size. What causes that? Did I choose wrong Units (Inches) when I was exporting it first time (from 3ds Max)? Or it’s FBX problem? I remember UDK had the same problem, so it’s probably not UE4’s problem…

The first question that comes to my mind is: What units do you use in every program?
I only work in centimeters in every tool I use so there should be any troubles concerning the scales…
