Compositing/matte painting in Unreal. Does anyone have a workflow?

I’d like to reproduce something similar to this in Unreal: - YouTube

Where you take a 2D image, split it into layers, add depth to the layers, add particles, and then have a camera move past it for the parallax effect.

I’ve searched for tutorials on it, but haven’t found anything. Does anyone have a workflow for doing something like this?
